You have got to be kidding surely "La Cucaracha" ?
Not only have they made a first class discovery, as reported in upstream online journals, they have spawned other hopefuls to do the same... So obviously it is economical else they're all fools & as for Cuban oil API, don't be mislead by the heavy crude figures reported that Cuba puts into its power generators.. Now have a look at the reported (Obviously tested) various API figures in another block to the south of Alameda... You will notice it varies but that it also pegs some rather high commercially attractive headline numbers as well..
