Yes, that is a completely separate issue, and could not have involved these shares as they were in Escrow.
Given the question posed by the op... Is it possible that the holder was pushing the price down for months so they could sell these shares to themselves at a lower price and avoid a portion of the tax once they were released from escrow? Yes.
Is it a likely scenario? Fu<k no.
