1) The DRC wanted to suspend it? If only it was that easy no defendant would ever go to court, what for? they are the defendant
2) The DRC didnt pay the bill? Its not that a big number in terms of DRC, also if only it was that easy yet again, remember ICSID signatories can freeze assets
