One of the features of California is that EV penetration has improved to 25% and it has by far the most EV's of any state. A September 2023 article noted that only 12k hydrogen vehicles had been sold by the time EV's were at 760k. EV's appear to be outselling Hydrogen by >50:1 ratios. Shell would appear to have realised that within California, EV's have won the battle against Hydrogen so Hydrogen won't get to the critical mass consumer volumes needed to be sustainable.
