you seem confused. The rate is not determined by Wogens sales it’s determined by what is available to load onto the ships. The annual rate of 15ktpa means WKT must have an average of 280 tonnes per week or 560 tonnes per fortnight to load onto ships. Wogen is obliged to pay up to $3.2m once this rate is reached. Nowhere does it say in the agreement Wogen needs to have it sold BEFORE it is loaded onto the ships.
