    Clearly not a lawyer.

    Sect 40 is about the Speakers voting rights. Quite clearly states what they are.

    The agreement is a separate issue and about pairing somebody with the Speaker. Sect 40 is not relevant to this mattter. Pairing is routine activity in parliament.

    Tony Abbott doesn't keep to signed agreements.
