There is literally a web form which anybody can fill out if they want their company to apply to join.
Also - the warm and fuzzy marketing which you refer to on ARM's website is actually just a copy and paste from the BRN website LOL. ARM let their partners describe themselves any way they want to - it's not an endorsment from ARM, nor is it ARM's own words - it's BRN's own statement.
Word for word copy and paste.
