OK, I know this sounds a bit conspiratorial, sort of tin foil hat stuff or its just pure genius.

The present narrative from the NSW state Government is that they will kill PEP-11 - once and for all.

Federal Goverment is silent.

The voices of grass root opposition is equally quiet - well why not - NSW will stop PEP-11 so we dont need to do anymore. Thank god, we dont have to wake before midday now.

OK, so NSW say they are doing their best, however they will know full well of the coastal limit od NSW waters (5 KM) and that no matter what laws they wish to legislate, Federal laws trump!!!

So, when PEP-11 is approved - Feds will say they have followed the law, process and procedure.

NSW Government will say we did all we could and the others will be left scratching their heads, knowing they have been duped. These "grassroot" movement wont raise their heads as people will correctly ask - where were you ?
