Charlie, there really is no legit scenario for denial, we wouldn't be where we are if there was any legitimate reason for denying PEP11, and it would've been banned years ago. I disagree that politicians try to avoid drama, on the contrary they love drama since politics is mostly about deception and theatre. There is only one thing a politician fears: losing power/votes.

Let's take the recent Victoria power outage for example, 500k citizens affected, how many of them do you think will vote for a Gas mining ban in Victoria with such events occurring? If the same thing occurred in NSW even Save the Coast members will be on the phone to their Electricity supplier asking what the heck is going on, their "mission" to save their beaches being the last thing on their mind.

As for the Greens and people who won't like the decision, if it isn't PEP11 they'd be complaining about something else, and there's always something else. If you think banning PEP11 will finally silence them once and for all, you're being incredibly naive here.

There is always theatrics in politicians, luckily however, over time common sense tends to prevail. Scott Morrison had to do a crazy stunt just to ban a licence he knew he couldn't ban legitimately, and not even that worked - what reasoning could work now? Always apply common sense or good logic to determine long term outcomes.
