I don't think people have really understood China's motives in their decision to restrict or reduce the export of rare earths. China, has ABSOLUTELY no interest for Japan or any other country to do well.

It is no secret that the only way for economies to recover from the financial crisis is to produce goods for people to consume. Printing and inflating is no more than a bandage solution, with crippling consequences.

China's strategic move in the restriction of rare earths, not only gives them 2 year head start in economic recovery, it also restrains other economies from "bringing the jobs back home". Countries can not bring production and manufacturing jobs back, if they do not have the resources needed to produce the goods.

Bite the bullet Japan, and start sourcing your rare earths from elsewhere. Throw a couple of billion into Lynas to get Lynas producing as soon as possible, rather than beg for scraps from the Chinese. Otherwise face dramatic decline in production.
