They are not facts...they are reported data which may not and, IMO, are not likely accurate.
As I said, the old war adage "that truth is the first casualty of war" is at play here, IMO mate.
China, not India, is Russia's biggest energy customer and China has 4,300 km border with Russia
and thanks to global warming and Russian icebreaking , the arctic is now navigable 12 mos/year.
PS: IMO Russia will likely circumvent the $60 USD/bbl by double invoicing .

If you are importing say 10 million BBLs/week from Russia
officially pegged at $60 USD/BBL and you are put a proposition:
-we'll sell you 10 mil BBls/week at $60/BBL provided we invoice
you from a tax haven an extra $10USD/BBL ....that's a saving
of $10 USD/BBL at global market pricing.
How would you be?
If you are say China that produces oil, then why not import Russian
oil @ $70 USD BBL and export your own domestic oil post refining
as diesel or petrol ........What would you do as a capitalist? (make as much money as you can)
