I would have thought if you wanted to encourage more people to join the military you put in place training & skill sets that specifically set up people for life outside the military.

My exposure to people who serve or served in the post world war military is rather limited.
My cohort are business people, lawyer, doctor types.

One friend did join the army after school. This was before you could get student loans. His only reason was to get the Army to pay for his university course where he studied engineering. He had to travel to an army base during breaks from university for his officer training. He did the minimum service and left to join the public service for better pay and conditions.

Another acquaintance was a young underprivileged type who used to shoplift to order. He also joined the Army where he worked in stores. He continued his thieving ways and was discharged.

Anyway maybe the ability to get student loans is another reason why people don't join up to get paid training.
