The problem is now that 'dirty miners' have become politicized in Australia is not as supportive of the resources sector, and is in fact putting on the brakes via bureaucracy and legislation courtesy of the labor party. The attitude of labor is to hamper development of downstream processing because of ideologically driven agenda , just as it it hamstrung with uranium processing. Then compare with the Indonesian attitude of go hard, go early, go quickly and learn along the way, Australia by comparison procrastinates over inconsequential issues that may or may not arise. Little wonder development of resources will go to Africa and Asian countries.
