OMG!!! PANIC!!! We can't have China increasing aid. We can't have China improving diplomacy, we can't have China strengthening it's security co-operation with other countries!

And God Forbid if we allow China to support development of other nations.

Why would ANYONE want to increase aid and development?

It's preposterous! It's ridiculous! It's outrageous!
