It says “declined to rule” which says they made no determination on Russia’s role in shooting down MH17. It does not say “Russia did not shoot down MH17” as you dishonestly claim.
A Dutch court and a team of international investigators, whom Putin refused to cooperate with, did determine who was guilty.
The Dutch court determined it was a Russian BuK missile launched from a Russian BuK launcher brought from Russia and fired from Russian occupied territory and then taken back to Russian territory.
Putin is responsible for the war that brought that launcher in to shoot down MH17. You might as well go spit on the graves of the victims with your vile defense of the fascist Putin regime responsible for the MH17 massacre.
