I agree, Volt presently having a weak balance sheet does not help and they will need to come up with solutions, preferably non-dilutive ones. However, I don't think there are any official prerequisites that a company has financial stability for them to be eligible for a government grant.

Have you read this specifically anywhere in the DOE Funding Opportunity Announcement (FOA) DE-FOA-0003099 or is this an opinion?

Then why did they give $150M to Syrah Resources?

Any other "smaller up and coming" Aussie companies that have been granted $$$ recently?
