most people I know use 24kw a day.. its not going to replace all your electrisity needs. It's just the goverment wastig money trying to look good.
I would never buy avaporative cooling, all it does is nock the heat that builds up in teh house out, and makes it very humid.
I rather refrigerated air conditioning as that will bring your house temp down to where you want it, and also remove the humidity which is what makes you feel uncomfortable.
