I'd ask a different question: Why are they reporting on 23 February 2024?
Going back a decade, the reporting dates are 25th (2019), 26th (2021), 27th (2014, 2015, 2023), 28th (2013, 2017, 2018, 2020, 2022) or 29th (2016). This is unusually early.
