it doesnt matter where you live, refrigerated aircon works everywhere.
evaporative can only be used in low humid areas.
the reason you open the windows with evaporative is because it is not cooling the air and is pumping humidity into it, if you recycled the air you would drown everything in water.
the reason you dont open everything with real air con is because the air con is cooling the air, so you dont open your windows or you let the cool air out. just like how a heater works, or how the aircon in your car works.
have you ever seen evaporative cooling in a car? lol
