Both those inclusions are interesting.

If Albo approves, could preventing overturn refer to liberal if they got into government.

If approved, it is not permanent, so there is chance farther down the line it could face approval process under liberal and be declined.

Now if granted to prevent overturn does it mean court or a government later prevented.

Im thinking along the lines prevent liberal overturning by approving watertight.

If looking at environment laws, it would be a hard push to lock out a court preventing overturn on that alone and he does refer to environment also.
