I am also thinking but not sure here maybe finnet can help but the labor party has rules on the concience vote if its party policy then thats how the vote is taken .The greens im not sure maybe if its policy a concience vote cannot be taken on the issue .Bear in mind this is how im seeing it.The liberals will take the vote but can also abstain but its not ever taken on economic issues.A green sentate if the bill is passed by concience in the lower house maybe are forced to vote on party lines.????
