Why would you think they high ?
It's evident from the basis of the research, actual numbers are likely to be far higher...?
As far the ratio of 'released criminals and inmates' is concerned it might give some credence to those suggestions of 'waves of soldiers/meat grinders etc' I suppose, subject to the ratio remaining the same with the real numbers...?
