In most if not all State Public Services the bloat is in the generally TOP heavy administration, yes even in hospitals, especially in education, primary industry support units and such like. If some urgency, conscientiousness and an old fashioned work ethic were in evidence in those areas, the norm rather than the exception you could do away with 30% bloat very easily.
