I've never seen Coke at $40 in one Woolies and $24 at a different one. Also I'd check that it was the same item and the same day. A 30 pack is different from a 24 pack and a special can apply one day but not the next. In any case, even if it happened, I'd think it's rare and not the norm for Woolies.
