There were no home computers , no modems , no internet when the copper network was rolled out.
Be thankful that government of the day was willing to spend the money to do so.

Mark, they had no phones then,only the mail man.
They could see there would be a huge advantage , for there was nothing like it, to compare it with.
That is not the same case today..
