I don't think there was any need to do it but if one really thought covid might kill the other ministers and Australia wouldn't be able to make timely decisions in an unknown 'pandemic type' of environment then i would lean towards the precautionary explanation.
He's a bit religous and thus one might be able to argue he was just being a good samariton at the ready for Australia if need be don't you think Hinchy?
