Thats the question - playing for time.... WHY?
Zalis is a stunt. So thats not going to help them if they are looking for refusal.
The only other 'thing' thats on the horizon that they can play for time is the NSW Legislation. And that legislation has been 'shot down' by the committee report (as I understand it) and I assume will not become LAW.
So what is left???? Are they playing optics for one and all before they begrudgingly give Approval? Are they 'considering' REFUSAL regardless of what NOPTA recommended???
