In France, which is not hobbled by such a dud system --------- it is LAW that 'every' local area MUST have a certain amount of social housing - MUST.
and from what I can see - it seems to work well. What I mean by that is that when you are in those areas - certainly in the smaller areas --------- I won't comment on Paris or Marseille - but, the many others that I've driven by and walked in ----------- they are ok.
I've not seen anything like the kind of horror places that were at one time seen in Oz and are seen in the UK.
But what is very clear is that somehow it should be mandated AND it should stick - so we don't get these stupid social shifts like we have had when we did have social housing and when we decided that it was a really good idea that private enterprise would do welfare and social housing better than government -
god knows what kind of intellect thought that one up.
Now even in Oz whilst you say - it's a state issue -------- I think Federal government CAN shift things - they can entice states easily via funding aid -
AND a federal government is THE government who is in the position to have a NATIONALLY run international recruiting drive for building industry workers
bringing in thousands of them - using the clout of national government - and funding the temporary housing of such a recruitment drive - setting the condition as such for the workers to come, to feel secure, to be enabled to stay after etc etc.
It's been done before, it works, it's big and it can fix a lot of issues for Australia - namely - housing shortage, cost of housing, shortage of skills and trades -
what it requires is thinking big and thinking like a nation ------------ and political guts.

here's the story on migrations including real mass migrations -------- recruitment drives and large migrations are NOTHING new - it's been happening for thousands of years.
