    I would have thought that a state which was in transition and building lots and lots of new power generation and infrastructure -

    would have to charge more for electricity than a state with old technology and they aren't spending on transition to new infrastructure

    it's like anything - you run an old house and you get bills

    but, if you renovate - you get LOTS more and BIG bills

    but, if you don't ----------- then, the house eventually falls down around you


    in the end - the person who doesn't spend - ends up with massive inefficiencies and perhaps no house at all

    the person who does pay for the upgrades - ends up with a far better living arrangement


    not really rocket science - surely
