That is true in the CBDs and intercity connectivity. However it doesn't apply to the hundreds of thousands of small businesses in suburbia or regional towns. Nor does it apply to any residential premises as the fibre suppliers you mention sell very high speed and high service packages targetted at corporate and government businesses.
You could argue that residential customers don't need high speed internet. We said that 10 years ago when we said 56kbps dial up was quite sufficient. We went to 256kbps and then 1500kbps and now 24mbps. We went from 51 cm analogue TVs to 150cm widesceen 3D Tvs.
1500kbps just will not cut it in the future. Do it now, do it once, do it properly.
