tI would expect there is a lot of pressure from Cupet and Cuban Govt for Melbana to also start producting from the upper levels with the heavy oils with and limited natural flows. This type of oil is better suited to be produced at the local refineries and for the local economy.
May require pumping techniques but would still be a relatively quick and cheap option for further wells.
