I do believe that HIO is in the right place at the right time and will eventually get a sponsor, but not for everyday working capital. So in the meantime failure to get the share price moving, ie: no detailed investor pack of the reset/story to the broad market, has left the vehicle of HIO floundering and now needing cash at a time when it has a depressed share price. Whenever you hear "drilling has been difficult", that is code for it's cost more than we expected.
