Russia asked to join NATO. Russia offered NATO to co-operate on it "anti-Iranian" missile shield. Russia actually showed it's willingness to co-operate with NATO by allowing NATO to use one of it's own bases, located on Russian territory, to transport goodies in and out of Afghanistan. Russia approached NATO multiple times, expressing it's concern over NATO's eastward expansion, seeking to negotiate. NATO ignored and dismissed all of those concerns.
