I suspect that you are right - otherwise we would have had an announcement with good news. I'm wondering if part of the problem is cultural - it is well known that Indians don't like saying no to people or telling them bad news. Whatever it is - if he can't do the job that we need him to do including timely communication then we need to sack him and get someone who can do the job.
