This actually makes more sense Imo, as I wondered about the binding agreement coming before they actually prove the process works. You would think the Saudis would want to see this unique metallurgy working or at least well on the way with commercial testing before they sign any binding agreement. He certainly sounds confident it will work. I also like how they are getting a lot of bi-products that will also be in demand. It's almost like they will produce the Vanadium for free just from the sale of the bi-products. Great to hear about the other Saudi group interested in the project.
