Mate that's not a discussion on retention.
It's a discussion on energy consumption of different technologies out to different time frames.
You can see 4DS has flat energy consumption out to an hour, before it steadily climbs.
Note the reference for other tech is from 2017
It's also a projection for 20 nm, not proven yet. This is why 20nm is critical.
Also note the axes are logarithmic scale, which skews things a bit too
