Shares on issue (according to my trading software) is 102.7m.
15% of this is 15.4m (the amount of shares that can be issued without shareholder approval).
Somebody should tell management that if they issued 15.4m shares at 8.5c they would raise their $1.3m without the need for shareholder approval and without diluting the heck out of the share price.
