He says one of the aims of Russia in Ukraine is regime change.
In order to do that they'd need to conquer the country to be able to install their own unelected governement on top of the democratically elected government that still stands in Ukraine.
Regime change = Objective failed.
Not a single objective in Putin's failed war accomplished.
