Laws are malleable and subject to change, akin to shifting sand.
I can see a narrative in 2 years, in light of the energy crisis and national interest they'll allow it to go directly to NSW.
These schmucks will do whatever for votes, in the current climate, them taking "action" against PEP is what suits them.
Fortunately, the law and process is on PEP's side now - when it matters and once we hit gas through drilling, the gloves will be off.
