    I've postulated this problem for a while. The solution (albeit temporary) is to look at the tent crisis/homelessness on the basis of a war footing where humans have a history of solving logistic problems almost overnight. So, given it will take circa 10 years to catch up on the housing deficit and the need is today, then we have to look outside the box within the terms of what is possible. And that is for all three tiers of government to build at pace, fully self-contained tiny, mobile homes. By fully self-contained I mean complete with solar roof, a storage battery, water tank and sewage tank. With no need for external services/utilities other than trucked sewage collection and additional water supply when needed, and they could use any suitable government land as a semi-permanent site, or private land absent most of the the red tape of planning departments.
    And to be clear, given the homeless would then have an address, many would then be in a position to gain employment, and others would be in a position to gain and receive pensions/unemployment benefits, so a rent could be charged based on income, thus giving the government/taxpayer a return on the investment. So, nothing is for free to upset the unempathetic Right.
    The above is aside from solving the human cruelty of governments tolerating women, kids and oldies out in the elements.
