As been said here many times, its not the quality of the underlying asset that's the big uncertainty (we have 2 discoveries under our belt and flow test will be the icing),
IVZ's problem is source of funds, management have probably learnt that until the PPSA is signed not much will move in SP, however the signing will be a pivotal point for IVZ opening the doors to new investment and potential partnerships which I am sure is being worked in the background.
