Yeah they would have to take it to an election as the first step. A number of issues will then follow ie the community outrage upon being selected as the destination for a nuclear power plant. You can just about guarantee the people who vote yes for it will be more than happy for nuclear until it is put it their backyard.
I am happy for the opera house to be knocked down and they can stick one right there. Plenty of water, good infrastructure, workers aplenty ... what's not to like about it.
