I don't believe it to be that clear cut and we have a mix of occasions.
Your Psaki quote is arguably ambiguous in that "refused to condemn the political violence at a white nationalist rally" could easily be construed as at the rally, not at any subsequent press conference.
So, either interpretation is IMHO possible due to Psaki's imprecise wording.
The separate issue (unrelated to Psaki's comments) that @hersuit refuses to acknowledge is that Trump did not condemn the political violence at the rally itself but did so at a later press conference after media pressure.
