The new process is a result of the IOC being transparent over what they want from bid cities, which is why cities pulled out as they would not promise what they couldn't deliver or commit to. It is a much better process which ensures cities only bid if they are aware of all the requirements. It is much more transparent. The IOC though did not do enough research on the Qld government though and did not figure out they cannot deliver on what they promise and certainly never deliver on the funding parcels they agree to.
