Farmers do pay for water for irrigation, so they do help make dams a commercial proposition. As a farmer I was refused permission to build a dam on a watercourse where the flow was intermittent and the plan was to allow a regular flow while ever there was water in the dam. It was designed to use the flow to pump household water using a hydraulic ram.
