Agreed - Theatre..Her bill has no chance of passing anything but wind!...(like ive said before). However, she has NOT delayed anything. It is NSW who have been delaying by IMO waiting for their 5km ban to be legislated. Zalis bill can not delay the FEDs decision process because:

1. It is NOT FEDs Bill that they are wanting to pass (it is Zalis Bill - private member) and
2. The FEDs can not use the writing/submission of Bills to delay the decision - although NSW has - but at least it was their own bill they were waiting to pass. FEDs have NO bill at the moment directly effecting PEP11 JA Decision process
