All political parties cannot articulate a plan, and they rely on public service to give them information. The problem as you articulate is that voters don't want to see plans, but expect them to be there to back up promises. Governments need to have plans though as public servants present plans to politicians and politicians accept some and not others. I think politicians are not to blame here (although they will promise despite lack of detail). I think the public service lacks cohesion and leadership. Political parties swap in and out, but most public servants are lifers. They need to be held to a higher bar, and they need to hold politicians to account for promises that are bs. They are paid well, but have no strategic thinking.
