"The sequence of events goes like this: Howard and Honan meet on August 1 and the subject of cheaper Brazilian ethanol is discussed; three weeks later, Honan learns of the impending Brazilian shipment and informs Howard's office; Howard's department, through the embassy, starts asking the importers about the progress of the shipment; on September 12, before the shipment can get here, cabinet decides to make ethanol importation uncompetitive by underwriting local producers, of which Honan's Manildra group is the giant, to the tune of tens of millions of dollars; the shipment never makes it."
This is an outstanding example of looking after Australian businesses and turning a deficit into a surplus.
