I suspect fully funded means; the heavy lifting work has been paid and the less costly part, will be paid on completion.
the way it's going, it's likely going the next update on results will be in the quarterly. Just hope, that the room has been read, and the copy and paste "Coming weeks" isn't used again. Or there will be another sell off, like last time.
