I wrote to the company a few weeks ago about this, and they responded that "the outstanding balances are cash calls that have not been paid by Sonangol but what you are seeing is a function more of the annual budget processes within Sonangol as they rule off their year end in December. It is merely a timing issue to accommodate their budgets and cashflows" and "To be frank, the suggestion that they cannot pay reflects the ill-infomred view of many... and I would highly recommend that you dismiss any posts as being purely speculative" and "Anything that runs contrary to what has been announced by Melbana can be categorically dismissed as gossip".

I am pretty sure that response should put an end to your concerns.
